In a remarkable stride towards empowering the youth of Assam, Shri Lakshman Prasad Acharya, The Hon'ble Governor of Assam, has launched a ground-breaking financial assistance programme on 17th September, 2024, specifically designed for aspirants of the UPSC Civil Services Examination. This visionary initiative, in partnership with Project UPSC organised by Paavan Chintan Dhara Ashram and Arya Pratibha Vikas Sansthan functioning under Arya Samaj, embodies the Hon'ble Governor Assam's dedication to shaping future leaders committed to Rashtra Nirman, ensuring that Assam's youth contribute meaningfully to Viksit Bharat
Dedicated students
This program will provide support to 512 dedicated aspirants (12 direct mode and 500 by online mode), offering them necessary resources and mentorship to excel in both Prelims and Mains of the UPSC Civil Services Examination. The selected direct mode aspirants will enjoy comprehensive benefits, including accommodation, meals, and mentorship—all funded by Raj Bhavan, Assam, alongside partner agencies.
Online participants
For online participants, expert guidance will be delivered through online video conferencing sessions with institutions in Delhi NCR. This initiative not only reflects the Hon'ble Governor's dedication to education and empowerment but also aims to create a vibrant ecosystem where talented individuals from Assam can thrive and contribute to the nation's progress.

Preparation

Selection Process

How to apply:
- Interested Aspirants may apply through the website by creating an account using their own Email ID and contact number.
- The information required to be submitted may be found in the "Application Format" section.

Screening Process:
- Preliminary Screening of Application Forms based on Class 12th Percentage and Graduation Percentage to select the Top 5,000 aspirants who will be eligible to appear in the Screening Test
- Screening Test for 5,000 aspirants will be held at Guwahati, Jorhat, Silchar and Bongaigaon.
- The screening test will be in written mode through OMR-based Multiple Choice Questions (MCQs) and Descriptive Essay.
- The syllabus for the Screening Test will be the same as that of UPSC CSE (Preliminary) Examination.
- The duration of the screening test will be 2 hours for the OMR-based Multiple Choice Questions (MCQs) and additional 30 minutes for the Descriptive Essay.
- Result of the screening test will be declared online through the website.

Group Counselling and Personal Interview:
- Top 600 aspirants will be called for a group counselling session at Guwahati by the partner agencies.
- A merit list will be prepared through which the Top 50 aspirants who prefer direct mode of coaching will appear for the Personal Interview a day after the Group Counselling Session.
- Finally, 12 aspirants out of the 50 appearing for interview will be selected for a fully funded direct mode coaching programme at coaching centres in Delhi NCR.
- The remaining aspirant will be selected for the Online Coaching Programme. They will be connected to the coaching centre based at Delhi NCR by online mode through a registration process.
In case of any confusion/dispute, Raj Bhavan Assam will be the sole authority to decide on the matter.
